[Tcpw] Maintenance of CDS Units in the ROW

Would appreciate feedback on how you deal with maintenance issues
(funding, by who, on what schedule, etc.) of CDS runoff water treatment
units installed as part of the C3 requirements in the public ROW
(subdivisions/future ROW). Also, would appreciate a copy of your
standard template C3 maintenance agreement with developers and
homeowners associations for units and structures not in the ROW.
